We solve the problem by deinstall the Realtek USB Ethernet Driver ( 2.45.2018.1025, A11). This installs Realtek Driver Version 10.28.1002.2018 under Windows 10. This caused the issue. Deinstall the driver in control panel or switch it back to Windows native in the Driver Settings. I don't believe I need to replace the whole mobo since it only spilled on the front where the ports are. Everything else seems fine. Besides it has died down on the "connected/disconnected" sounds so hopefully disabling it in the device manager helped. If it acts up again I'll disconnect the bad port via the wires.
